Sting of the Viper
1998
Synopsis:

Young Physchic Mark Montgomery (Brandon Stephens) is being haunted by the images of a man, dying in a sewer, and begging for his help.  Meanwhile, Detective William Carpenter is a raging alcoholic.  One year after the brutal murder of his wife, Gloria (Daphne McDougle) at the hands of vicious serial killer, Joe Viper (James T Clement) which was proceeded by an onslaught of murders that paralyzed his small community.    Non the less, Carpenter still has a job to do, leading his task force in the area.  After taking down a new killer, Jeff Martin (Marty Hood), Carpenter is reminded again of the horrors of that night, one year ago, when Viper stalked his family, broke his leg, and murdered his wife as he watched helplessly.  Mark, at the same time, eventually becomes compelled by his girl friend, Elaine Jenkins (Denise Bryant) to go into the sewer to help this poor person.  Upon getting there, they discover they are too late, the man is very dead, and looks as if he has been for at least a year.  Then, to their horror, the body raises up quickly, and grabs Elaine from behind, explaining that he has returned from Hell, and isn’t going back, and needs Montgomery to kill for him in order to become strong enough to avoid such.  He explains his name is Joe Viper, and holds Elaine over Mark’s head, threatening to kill her if he does not comply.  He sets off, and finds his first victim, Elizabeth Hathaway (Stacey Ward) and reluctantly kills her, and licks her brain matter off of the head of Viper’s hammer, just as he instructed.  Suddenly, back in the sewer, blue lightning overcomes the rotted body of Joe Viper, and he thrashes about, until final, the lightning subsides.  Elaine looks on in horror, as his body seems to have regenerated a bit.  Later, as Carpenter and his partner, Jon Cunningham (Dan Chaney) arrive on the scene of Mark’s victim, they realize the nature of the wound is very familiar to them, and immediately begin a search for what they believe is a copy cat killer.  Finally, after they catch Mark, he explains to them why he has been killing folks, but the cops aren’t impressed.  Carpenter himself sits down to talk with Mark, but Mark sticks to his story about Joe Viper, and Elaine being his prisoner.  It is also at this point, that Mark sees through time and space, and tells the story of how after Viper killed Gloria, Carpenter, and his three fellow comrades.  Jon, Gauvin Smith, Richie Wesson (Jeff Fuller) all took Viper out into the woods and beat him to a bloody pulp. After he is killed, they dump his body in a sewer, the very sewer where Viper now held Elaine hostage.  After much debate, the intrepid cops set off into the sewer to find Elaine.  The Viper has been planning this moment though from day one, and has some very killer surpirses waiting for our intrepid heroes.

If you actually want to see this film, the 98 Sting of the Viper, it may be viewed by clicking here, but I do not recommend it.  Ifilm, who hosts it, took my already terrible film, and made it even worse.  By the end of the film, sound is off by 5 mintues or so.  You have been warned.
